The (Broken) Promise Of National Land Rights
The Hawke Government came to office in March 1983, maintaining the Labor Party's commitment to land rights. A national law was planned which would bind all States to five uniform principles.
However, the government was persuaded that public opinion was moving against land rights. And so in 1985, a Cabinet approved 'Preferred National Land Rights Model' contained key provisions accommodating some mining company concerns.
The Northern Territory Land Councils went on the attack, as the new model required Aboriginal land owners in the Territory to surrender rights they had gained in 1976.
Caught between the miners and Aborigines, the Hawke government gave up on its national land rights law.
