Land Rights vs 'States' Rights'

As opponents of aboriginal land rights asserted their influence during the 1980s, the momentum for change stalled.

The resources lobby protested at 'black tape', which they claimed stifled development. They publicised opinion polls, designed to give the impression that Australians feared land rights and questioned its moral basis.

By 1992, pragmatists in all major parties questioned further land rights reform. They claimed it would be politically risky to challenge the combative, pro mining governments of Queensland and Western Australia, by using the powers conferred on the Federal government at the 1967 referendum.

Gough Whitlam's initiatives were criticised as radical, politically naïve and too centralist.
